OpenTelemetry Collector (full contrib distribution) for the VHI monitoring
pipeline, compiled from vendored source. Scrapes the local Prometheus /federate
endpoint and pushes pre-aggregated metrics to the VHP Monitoring Service via
prometheusremotewrite with OAuth2 authentication. All dynamic values are resolved
from /etc/vstorage-otel-collector/otel.env at process start; the shipped
config.yaml contains only ${OTEL_*} references and no secrets.
